My broadcast settings for clan broadcasts is like the thread here. Broadcasts for friends is on because I like seeing their broadcasts (no turning these off doesn't turn off clan invites). My world broadcasts are all off. My private chat is turned to friends only. My online status is friends only. My accept aid is all turned to nobody. Friend trail is checked off so ppl can't trail me. I will NOT join a clan don't tell me to do this (I just won't!) Yet players can still spam clan invites on me.

Where in the settings can I toggle off clan invites so the spam stops? I am not saying this is a bug don't tell me to report it.

You can't when they aren't really spamming you. They can just use the clan invitation scroll on you. It will last on your screen for a long time unless you decline the invitation. It can be quite annoying when you are in the middle of an long process like 5 minutes of proteans.

Does clan invite spam actually count as spamming in report or is it more disruptive behavior? I haven't heard of anyone who spams unwanted clan invites being punished for this, which is arguably Griefing. Especially in the wilderness and yes even with pvp toggled off it's Griefing if someone spams clan invites on you in wildy.

apparently it dosnt. Interesting though i play with pretty much everything off to but i never encountered this, but i also dont really stay in one spot for too long.

it wont be disruptive behavior, that wont send jagex the correct information.

but why not just join a clan, then off the chat for it? simple

Did the person repeatedly use the clan invitation scroll on you after you rejected the offer? If they did it just a few times I wouldn't have a problem.
It's a problem when they never said why I should join their clan and just spam it over and over on me.
