UPCOMING JAGEX LAUNCHER MAINTENANCE NOTICE - JANUARY 17TH
On Thursday January 18th , the Jagex Launcher will be undergoing maintenance for general security improvements.
The precise time will be communicated closer to launch via our social channels but we currently expect this to be around 11:00 GMT . We do not expect there to be any downtime for players as the game will not be impacted.
As part of this, players will be required to log back into the Launcher with a Jagex Account. If you are already logged into the Launcher and in-game, you will be able to continue playing until you either log out or attempt to change world. After this, you will then be required to log back in with your Jagex Account credentials.
For those of you logging into the Jagex Launcher via a RuneScape account, you will be required to upgrade to a Jagex Account to continue using the Launcher. Upon attempting to log in with a RuneScape account, you will see this message:
The email address or password you entered was incorrect. Please try again.
If you are trying to log into a RuneScape account and have no upgraded to a Jagex Account, you will need to
upgrade now.
Simply click on “upgrade now” and follow the on-screen instructions to upgrade.
If you haven't made the switch yet, but would like to, upgrade to a Jagex Account ahead of time to avoid any disruption, click the 'upgrade now' button and get the best protection for your accounts today. If you’d like more information about the new account system, then check out the Jagex Account Support Centre.

It looks like from Thursday 18th January, 2024, we will be required to use Jagex Accounts to access RuneScape.
Please see the news post below.
I think you read this a little wrong here.
Updates to the Jagex Launcher meant that anyone using the launcher will be fully logged out, and will be required to use a Jagex Account if they wish to continue using the Jagex Launcher.
Those who log in via the RuneScape client with their RuneScape details are unaffected - but RuneScape details cannot be used in the Jagex Launcher anymore, and haven't been able to since November. But you can still use RuneScape details in the existing RuneScape clients if you haven't upgraded yet.
Jagex has said that in the future all logins will eventually need to go through the Jagex Launcher, but we aren't there just yet.

I don't understand why they have used this phrasing then.
If we were still able to use the old launcher, why not say so?
If we weren't able to log into the launcher using our usernames anyway, why say we can no longer do that?
If I have got this totally wrong, I'll delete the message in the OP. At the moment though, the way it reads makes it sound like Jagex Accounts are going to be the only way into RS from tomorrow.

The newspost states it is Jagex Launcher maintenance - not maintenance to everything. Just the launcher itself.

People who had logged into the launcher with RuneScape accounts prior to 9 November may still be logged into their RuneScape Accounts through it. They wouldn't be able to log any other RuneScape accounts into it, and if they logged fully out they would require a Jagex Account to keep using it, but if they were already in they stayed in.
Most updates to the Jagex Launcher do not require the player to re-authenticate to the launcher, it simply updates and reopens with you logged in. This one, however, will log everyone out and they will need to re log back in - meaning that anyone who used RuneScape accounts with the launcher will no longer be able to.
This is the second update since the release of Jagex Accounts that will require everyone to re-authenticate.
