Because it is Jagex's properties RWTers selling. Jagex want to sell their gp in the form of Bonds. If everybody is allowed to sell gp and other Jagex properties, they will be losing profits.

If you are playing RS3, I don't know where you see players advertising illegal business at barb assault. Other than reporting them (if you can see them), you can just ignore their advertisement and go to Minigame Spotlight when you can play with other players and don't have to succumb to RWTers.

If you see something like this, feel free to send a report in-game to Jagex. They don't know magically when/where people are breaking the rules.
