confused over Talent Points ??

As far as I know I own 3 Talent Points - because when the message came - I completed 32,000 xp towards my talent points (before I only had 2 Talent points)- but when I manage souls of wells -Does Not let me set " Conjure Putrid Zombie&quot " - what is the Bug or Problem ??
Im viewing my talent Tree .

To unlock the Tier 3 talents, you need level 40 Necromancy, 400 souls in the Well of Souls, and completion of the Rune Mythos quest, as well as the necessary talent points.
