Bought membership on mobile, Credit card says transaction went through, have receipt from Google saying account transaction successful,
nearly 8 hours later, still no membership on my account.

I'd contact support, but, it seems to just be an endless maze of useless articles.
There's nowhere I can go "Hey I bought this and you charged my credit card and here's receipts, where's what I purchased?" article though and no contact.

It seems like my only option is to fight the charge now since there doesn't seem to be any way to contact support.

You made the purchase through Google, not Jagex, so there's not really anything on Jagex's end to contact about. If it made it to their end, you'd also get a message inbox regarding the transaction.

Unsuccessful payments says they can take up to 24 hours for payments to go through.

The related support article for mobile suggests double checking the in-game store...but otherwise, you'd need to contact Google Play about it, as they are the purchasing entity you went through on mobile. Though, do wait the full 24 hours just in-case it comes though before submitting anything to Google for a refund and retry.
