full manual mode - key binding

Hi people,
I want to use manual activation for the stuff in the action bar - like pressing keys on the keyboard.
I have the combat mode on "Full manual"
Auto-retaliate is off.
As example <Surge>.
Standard key is "0".
Pressing 0 is just writting 0 in the chat window.
I changed it to "Ctrl+z" (or other combinations) - no result as well.
Pressing with the mouse in the action bar, it activates it.

So, what I am doing wrong ?

Please advise.

The first thing you're doing wrong is using EoC.

In your All Chat box tab, in the top right is a button called "always on mode" that looks like a round arrow and a comma in the middle. Make sure that's turned off.
