Hi i've been trying to get these notes this past few days but been unlucky. I checked runescape wiki https://runescape.wiki/w/Kal%27gerion_notes_(part_4) and it is saying it is bugged?

has anyone else had this experience or is it just bad RNG for me?

its saying its only available on floor 45.

so if you are doing floor 43, dont. only be on floor 45.

i got mine over 10 years ago. so i dont remember, but according to wiki, only be on floor 45 for it.

Some RS Wiki pages on older items aren't updated for a while. It is hard to say if something is still bugged now when you see the last person who added in the "bugged" information years ago.

The few articles regarding the item you mentioned being bugged I can find on social media were all ancient ones and the commenters replying to it seemed to be saying odds of obtaining that journal drop weren't the same for each floor and different sizes of the group. Blitzing Floor 45 small
solo
seems to be the best proven way to get it.

BTW, if you haven't reported it as a bug, perhaps you should as if this bug wasn't fixed, it might have been overlooked for years as nobody seemed to have experienced/reported it for years at least from still available social media sources. This will help the RS3 team to either fix whatever haven't been overlooked or ignored by the community for years, or update the RS Wiki accordingly.

Not a bug, some drops are just restricted to certain floors.

When these drops were first implemented, they were just bonus lore and in no way were they tied to achievements or account completion. Perhaps they should be looked at again, given it's not intuitive to lock these drops behind arbitrary floors.
