The quickest way to check is to light a fire and use bones on it. If you're able to add bones to the fire, you've unlocked it.

No, I dont have it !! what is the fastest way of getting in ?? - Im in the Varrok sewer - Ive killed like 2000 ghosts - still I dont get it .

Do Luck enhancers make it quicker getting it ??

its 1:1k (according to the link you posted). so you are just unlucky. remember its not an item.
