Getting your clan motivated to do Citadel work can be tough unfortunately.
Here's a chart from the Wiki for visitor requirements:
As long as your resource goals for upkeep are met and you get at least 5 visitor count, then you shouldn't need to worry about dilapidation. But, you can't make any progress towards Citadel Tier upgrades without reaching the required amount of visitors for that upgrade. ~ Sicariu

Hm, that doesn't make any sense to me.
My clan missed the visitor requirement several times when we were still working on upgrades, and we never experienced what you're describing.
As long as everything on this interface shows 100%, that shouldn't be happening.

As long as everything on this interface is 100% and you've reached a visitor count of 5, then you've met your weekly upkeep. There shouldn't be any issues for you this week.
If your Citadel and/or skillplots are at risk of being dilapidated or losing tiers, then you would see a yellow triangle with a yellow exclamation point to the right of the percentages. Hovering over that icon would tell you what would happen if 100% was not reached for each specific building.
