It's been about 12 years since I was last in a clan and so much about the game has changed over the years.
I know about the Clan Citadel and the social aspect of clans but is there anything that has changed in all that time?

Last clan I was in died because of infighting so I had just given up on joining one.
But it seems that RS3 is very silent without them.

Not really much has changed in RS3 Clanning but It appears clans in RS3 are dying and only ones left are social or PvM, I'm sure you can find one.

Especially if you post here.
