If you have a need to keep that many people permanently banned perhaps closing your clans chat for awhile to members only would sort out your problems.
I'm overseer of a furry clan, one which has existed for longer than the clan system.
I can tell you now, when you filter out all those who've wronged other members over the years, even after removing those who've redeemed themselves, it's hard to filter out the trolls. (They come in sweeps, with alts and such)
We also have constant guests, rarely a moment when we don't have a legitimate pseudo-member guesting.
As things stand, 300-500 seems about as big as our clan's ban list would need to be. >.>
