Yes, that would be against the Rules of RuneScape .

If the promotion is in their in-game chat, that should be reported using the in-game Report Feature. If it takes place on these Forums, it should be reported to Forum Help . If it is in their clan name, motto or description on the RS Clan Page or in the forums attached to their RS Clan Page, there are report options on those as well.
