Cannot start clan

Hi I'm having an issue starting a clan. I have got the Clan Charter from The Scribe and have got 4 others in the clan camp with me. I used the clan charter on everyone and they said it comes up in there chat box but they cannot accept the request to be a founder in the clan and when i use clan charter on scribe it says incomplete. Everyone stays in clan camp and stays logged in, but can't figure out how to accept the request from the clan charter when it's used on them.

There is currently an issue with the creating a new clan system. This may be due to the change in how recruiting works. Please submit a bug report in game, hopefully this will be fixed as soon as possible.
