Hi,
At the bottom of the Clan Chat tab, there's a cog icon that says 'Clan Settings' at the bottom. (If you don't see the cog, you may need to expand the window, or click the 'Expand Clan Actions' button.) Open Clan Settings.
On the Clan Settings interface, you'll find a tab that's also called 'Clan Settings' there. Open that tab.
On the bottom right, there's a 'Broadcast Settings' button that opens the 'Clan Admin Messages' interface. This is where all of the 'Clan System' broadcast messages can be toggled.
You'll find the Cap and Visit broadcast toggles under the 'Citadel' Section.

Note: In order to access the Clan Admin Messages interface, your rank must be granted permission. While the Clan Owner always has access to these settings, the permission can be granted to all Admin+ ranks.
This can be found in the Permissions tab of the Clan Settings interface under Admin permissions. The toggle icon looks like a notepad and pencil. ~ Sicariu
