Unable to Disband

Interesting, I've never heard of this issue before recently, and it's the second time this has come up within the last two months.
A majority of the time that I've assisted players in disbanding their clans, the issue was that they were not inside their Clan Chat channels while trying to disband. While not inside your Clan Chat, nearly all Clan Settings are disabled.
I assume you've gone through the proper disbanding procedure with no luck thus far?

5. Once this is done, speak to the Scribe at the Clan Camp south of Falador.
Click option 1: "I'd like more information about clans," and then on option 3: "How do I leave a clan?"
6. Go through this dialogue, which contains this message:
As the last remaining member of your clan, this dialogue should lead you to the option to leave your clan and disband it.
I'm not sure why you would be told to enter your Citadel during the disbanding process. Clans cannot be disbanded from within a Citadel, as the NPC who does this (the Scribe) is only found in the Clan Camp. ~ Sicariu

That is strange...
And what action is triggering the message telling you to disband your clan from within your Citadel? I'm not sure what this is trying to tell you to do because there are no disband options that I'm aware of that are accessible within Citadels.
Regarding images:
To embed Imgur links, you want to use the image url, not the album url. (The album url has /a/ in it.) Once you get the url, just put the letters after the .com inside the BBcode along with .jpg, .png, or .gif (for example).
So,
https://i.imgur.com/IxbfQF0.jpg goes as [imgur src=IxbfQF0.jpg]
and https://i.imgur.com/Rsg5KEb.jpg goes as [imgur src=Rsg5KEb.jpg].
I've used the BBcode [noparse][/noparse] so you can see it without the images popping up.
Using those will appear as:

Clicking the button shown below as well as talking to the scribe both result in the same prompts as well as chat message "You must be standing in your citadel to disband your clan."

That is very strange. It seems like there might be an issue on Jagex's end regarding clan data.
I've shared this thread with some other clan leaders, and Mod Shauny may be able to take a look, so hopefully we'll be able to get your situation sorted.
In the meantime, I don't have any further advice to give.

The reason, you're getting that message is because last week or this week more than 5 clan members visited your citadel.
You just need to go into the Citadel itself and then trigger the leave button there.
