How do I delete an old clan?

Hi,
I'm not sure what's causing your issue, so I'm going to go through this step by step. I've never had to go through the process myself, so I apologize if something gets missed.
1. Open your Clan Chat tab, and make sure you are in the clan chat.
Here's an image of the interface.
2. At the bottom, you should see an icon that looks like a Cog. (I drew an arrow to it in the image)
3. Click on that, and it opens the Clan Settings.
- If you don't see a Cog and instead see a single icon, then your interface isn't wide enough to display all of them. Click on the single icon that's there to expand it, and then the Cog.
4. In the Clan Settings interface, you'll see a full list of your clan members like this:
The buttons I've circled in red are the options where changes to clan members can be made.
Clicking on one opens this:
This is where you'll want to kick your members from before disbanding the clan. You should be able to kick all four other members.
5. Once this is done, speak to the Scribe at the Clan Camp south of Falador.
Click option 1: "I'd like more information about clans," and then on option 3: "How do I leave a clan?"
6. Go through this dialogue, which contains this message:
As the last remaining member of your clan, this dialogue should lead you to the option to leave your clan and disband it.

Don't worry, I'll keep popping in until your issue is resolved.
I'm not sure why the Clan Settings are giving you an issue when interacting with them. There is no possible way to allow/disallow yourself (as a Clan Owner) of any clan permissions because you are able to do everything by default. (Actually, the only thing that's not given to you by default is Avatar Warden, but that's not relevant here)
Are you sure you're inside of your Clan Chat channel? I do know that leaving the chat will disable settings from being changed.
EDIT: If this is the screen you see, then you need to click the button with the green plus (I've circled it) to rejoin your Clan Chat in order to edit the Clan Settings.
