If you come across rule breaking in the game, that should be reported to Jagex at the time.
How to report a player

If you have an issue with a clan that you would like to resolve, that is best done by speaking to the leadership/ranks in-game. If you are unable to reach a satisfactory resolution, then it is best to agree to disagree and move on. You might also wish to add some players to your ignore list, as that is allows you to "mute" chat that you might otherwise see from those players.
