My clan leader just said this in discord (so thought I'd inquire here for him)
He says

T3 storehouse upgrades needs metal bars
For metal bars we need ores
For ores we need tier 3 mining plot
Plot cannot be marked T3 unless storehouse is tier 3

I did say that i would ask next week if we couldn't upgrade to T3 mining plot after we upgraded the kiln and furnace to T2 this week but he feels its best i asked about it than have nothing to upgrade next week

Its okay we figured it out, problem was we couldn't have four things marked for build.
