If your clan's Citadel is locked, you need to have any 5 clan members attempt to enter the portal in order to unlock it. Once the 5th person attempts to enter, the Citadel should unlock and allow everyone to enter.
It's been awhile since my clan needed to do this, but I believe the 5th person will successfully enter after the first 4 members fail to enter. Then, everyone in your clan will be able to visit the Citadel.
