You could start with a basic Google web site to get you going as they are free. It does all of the coding auto for you. But this can be a bit limiting if you want to do more things with your site.
I still use an ancient free upload called Netscape 2 navigator, because it was free and simple to learn and use. It was an old browser but with an editor suite within it. There are many editors out there, and I guess many basic versions are free uploads too. I think even word had one too, and you can convert word files into HTML as another route.
You don't need to know much about HTML or Java code to use them, as you lay out your text and images etc, a bit like a word document. It just has many options for size, colour, link type, button or click type etc. You need to pick one and play around, its not that difficult. But you will need an FTP uploader to upload the site to a web page, free or paid for. Also to make any changes or updates.
Im no expert, and I don't run any web sites anymore apart from the google docs one.
But it wasn't that difficult 10 years ago, and I'm guessing its much easier now. It just a pain to keep one upto date, and updated via the FTP uploader.
You can create a web site in a folder on your desk top, and run it on your pc through your browser to see what it looks like before uploadeing though.
But any images or buttons that the site uses, need to be inside that folder or folders with in.
This acts as your back up too. You would also need to name each sheets and care needs to be used in this so you know what is where.
ie. Home html : index html : then clan aspects that you might use. Moving anything in these folders at a later date, means rewrighting many sheets again if not carefull. Its fun and a pain. I would recomend a buttons folder, images folder, html sheets folder etc. Or you end up having to put images used many times in lots of different folders, especially clan logos and button images etc.
