My clan has a tier 6 citadel. We want to upgrade to tier 7. We are not sure if we need 30 members per week as stated in the citadel handbook (Because I think that changed) and so I got sent here to ask the community as a whole. So... How many members per week do we need to work up to a tier 7 citadel?

That number is correct. You currently need a minimum of 30 clan members to visit your Citadel each week during the upgrade process in order to make progress towards Tier 7.
Upgrade visitor requirements have not been changed; however, upkeep visitor requirements were updated some time ago so that you're only required to have 5 weekly visitors to maintain upkeep. That might have been what you were thinking of.
