From today's Patch Notes:

For the short term while we wait for the Avatar Rework we've increased the resource buff that a Clan Avatar attuned with the skill plot bonus can give you (previously 10% now 100%).

Clan leaders with Citadels - make sure everyone in your clan understands the trade off between time and xp.

Please note that while the xp per action remains the same, total xp for capping will be much less with the increased skill plot bonus on the clan avatar.

So basically, you can decide

'yes I want to cap faster' (have an Avatar Warden bring out the ava with Skill Plot bonus)
... OR ...
'I want more XP for my capping but it'll take 2+ hours' (cap without SKill Plot bonus active)

Also, the range for the buff is a 22 square area centered on the avatar, so you need to be within 10 spaces to any side of clan avatar to receive the bonus.

Depending on how your citadel is set up, you might be able to get buff at 2 adjacent plots. But more than likely if several clannies go up at the same time, they will need to work at the same plot if they want the bonus.
