Left my old clan and started a new one 7 days after....Unable to cap in new clan as it still says I have cap from last clan. My last clan's cit reset day was on Saturday and I am still unable to cap in my new cit....wtf, let me cap in my new clan, it's past the reset date!

I think you need to wait for your current build tick to end, then you should be able to cap again.

Its been 12 days since I capped for my previous clan. 5 days since previous clan citadel reset. I'm glad the fealty rank transferred and all, but not pleased that my resource gathered credit transferred too.

I sent an inquiry to Jagex by email, hopefully there is a J-mod here who can advise my clan mates and I how to fix this before our next build tick in 6 days.
